    Carmen Garcia began her career at Dallas Area Rapid Transit (DART), July 14, 2008 as Director-Outreach Programs and was promoted to Assistant Vice President, Diversity/Outreach in February 2017.

    In her role, García oversees DART’s Outreach Programs by directing, coordinating and administering the agency’s minority outreach program as it relates to minority contracts and D/MWBE vendors.  She maintains programs relative to the needs of the community.  She develops and maintains external strategic partnerships and serves as a liaison to major chambers representing minorities, women and other groups whose goals include the development of economic opportunities for minorities and women.

    Prior to joining DART, Carmen spent seven years with the State Fair of Texas as the director of community affairs in which she had the responsibility of the Fair’s Speakers Bureau and special events. Additionally, she is active in a broad spectrum of groups by serving on committees and participating in organizational projects. The Houston native graduated from Dallas Baptist University with a degree in public administration.

    Dorothy R. Cheatham  is the President and women owned business of Vision 11, LLC,  a full service distributor of advertising specialty products and services.  All type of products and apparel can be customized with the company’s logo and integrated to meet any companies marketing need  to promote smart advertisement that makes the users experience memorable, fun and useful.EnVision Safety Apparel & Accessories is a division of Vision 11, LLC,  an apparel distributor that  offers a variety of uniforms and  safety products from hard hats, gloves, hearing and eye protection to high visibility apparel  that  meet  OSHA regulations for industrial safety.

    Jimmy Malone, As a tenured Parliamentarian for the COMTO Local Dallas Chapter I have a proven track record of supporting the local Presidents’ in a plethora of  roles and responsibilities. My responsibility to the local chapter has been as  an individual who advises board members and presiding officers on parliamentary procedures to include, (i.e., preparing for meetings, counting  ballots, tracking of those wishing to speak, amendments, motions, handling  procedural questions, maintaining order, etc.). Moreover, during my tenure  I’ve been able to serve as an impartial adviser. Professionally, I’ve served to  improve the organizations effectiveness in a variety of different settings and  circumstances.

    Meanwhile, If afforded the opportunity to serve once again, I will take on  the roles and responsibilities for making sure that our organization board  follows the correct procedures and basically serve as an adviser on the  well-known Robert’s Rules of Order process in board meetings.

    Finally, I look forward to serving once again as your Local Dallas Chapter  Parliamentarian and hope that you’ll give me another opportunity – with  your vote, to do so.
