COMTO’s mission is to ensure a level playing field and maximum participation in the transportation industry for minority individuals, businesses and people with disabilities through transportation advocacy, professional development, growth and retention, and diversity and inclusion. In March 2017, a small group of public and private sector professionals committed to COMTO’s mission founded the Washington state chapter of COMTO. As the 32nd chapter of the national membership organization, COMTO Washington State is working to help minorities and those with disabilities within the transportation industry achieve their professional potential.

Grantley Martelly
President
Grantley Martelly has worked in the transportation industry for the last 28 years. He began his tenure in the environmental and chemical waste sector as an environmental field chemist. He then moved into the public transportation sector to address environmental challenges to improve workplace safety and to facilitate expansion of a rapidly growing system.
At King County Metro he serves as the managing director, Safety and Security, and is charged with improving the culture of safety within the organization, developing strategy and performance metrics using hazard analysis and data analytics to allow the organization to drive continuous safety and security improvements within the organization and to its community and customers.
Mr. Martelly has a master’s degree in transportation management from Denver University. He served as an adjunct faculty at the Salt Lake Community College, served on the Environmental Advisory Committee for the Community College, and taught at the Rocky Mountain Center for Occupational and Environmental Health. He has consulted on projects in the Caribbean, India and the United States.

Tae-Hee Han
Treasurer
Tae-Hee Han is a Contracts Supervisor for the Procurement & Contracts Division at Sound Transit. Tae-Hee is responsible for managing highly complex architectural/engineering and construction procurements and contracts utilizing all available alternative delivery methods in the state of Washington, including Design-Build, General Contractor/Construction Manager (GC/CM), and Job Order Contracting (JOC).
Tae-Hee has worked in the construction industry for more than 20 years with various types of construction and engineering projects and has spent the past seven years managing A&E and construction procurements and contracts for the expansion of Sound Transit’s light rail, commuter rail, and commuter bus system. Tae-Hee serves on Washington State’s Capital Projects Review Board (CPARB) JOC Committee responsible for establishing JOC best practices in Washington.
Tae-Hee obtained a bachelor’s degree in architecture and studied construction management at the University of Washington. He holds professional certifications from the Universal Public Procurement Certification Council (CPPB) and the Design Build Institute of America (DBIA Associate).
