SBA Extends Comment Period and COMTO Solicits Feedback on Proposed Changes to Small Business Size Standards

Washington, DC – COMTO is informing its members of proposed changes by the U.S. Small Business Administration (SBA) that may impact them. On September 24, 2026, SBA announced that it has extended the public comment period for its proposed Small Business Size Standards rule and accompanying Revised Size Standards Methodology through November 20, 2026. 

The extension provides stakeholders with additional time to review the proposals and submit feedback. 

The proposed rule would make significant changes to how SBA determines whether a business qualifies as "small" for purposes of federal contracting programs and other SBA assistance. Among other changes, the proposal would: 

  • Consolidate many existing size standards. 

  • Modify how size standards are calculated. 

  • Increase numerous size thresholds. 

  • Shift some industries from revenue-based standards to employee-based standards. 

  • Potentially expand eligibility for small business contracting opportunities and SBA programs. 

These changes could have important implications for transportation-related firms, DBEs, and other small businesses seeking to compete for federal opportunities. 

COMTO encourages members to review the proposed rule and consider submitting comments to SBA regarding how the changes may affect your business and the broader small business community.
