Kiewit—in association with Arcadis and Barton & Loguidice, is preparing for upcoming projects associated with the Onondaga County Department of Water Environment Protection's (OCDWEP) Oak Orchard Wastewater Treatment Plant (OOWWTP) Expansion Program.The program is a multi-project effort to modernize and expand the County’s wastewater treatment facility in Clay, New York.

The program includes a new industrial reuse facility and upgrades to existing facilities to maintain plant operations, expand the municipal treatment train, improve biosolids handling, and add new infrastructure to increase treatment capacity and long-term system reliability.
