    April Rai

    President & CEO

    As President & CEO, April works to build upon COMTO’s 50-year history of ensuring equitable opportunities and maximum participation for minority individuals, veterans, people with disabilities and minority, women and disadvantaged business enterprises (MWDBEs). With over 15 years of experience managing private, public sector and non-profit organizations, April’s career focus has centered on strategic partnership development, coalition building, people and project management. Under the direction of the COMTO Board of Directors Chair, Tanya Adams, April provides strategic leadership, guidance and ensures COMTO operates effectively to further the mission.

    Previously, April served as Deputy Executive Director for the Women’s Transportation Seminar International (WTS), partnering with the Executive Director to achieve the WTS mission and vision. In that role, April focused on the management of operations including serving as Chief of Staff, lead on project planning and execution ensuring deliverability on time and within budget. April managed several board-level committees, strategic initiatives and worked to implement growth and retention strategies for membership, chapters, public and private partners as well as build relationships with advocacy organizations, local, state and federal stakeholders.

    Prior to joining WTS, April served as the CEO for the National Organizations for Youth Safety (NOYS), a coalition of over 100 organizations and agencies dedicated to youth health and safety education. In this role, April engaged with transportation stakeholders on road safety programs, injury prevention education and workforce development initiatives.

    April previously served as Manager & Affairs Analyst in the Office of the Dean at the University of Maryland, School of Nursing, directing government affairs and communications. In this role, April was responsible for managing the State of Maryland, Action Coalition, an initiative of AARP and the Robert Wood Johnson Foundation.

    April resides in the Washington, DC metro area with her husband, and is based out of COMTO headquarters in Alexandria, VA.

    Chief Financial Officer

    Michelle Hiett serves as Chief Financial Officer for COMTO. In this role, Michelle oversees the administration of COMTO’s financial portfolio and adherence to financial policies. This includes oversight of accounts payable, accounts receivable, chapter compliance and budget management. Michelle comes to COMTO with over 20 years of experience in financial accounting, accounts management and service in a variety of industries from Healthcare and Transportation to Real Estate and Project Management.   

    As a Servant Leader, Michelle has volunteered her time and resources to both local and national boards and social and civic organizations.  She will continue to lead by serving; lead by example. Michelle enjoys peace and quiet, traveling, spending time with family and friends, and helping others whenever possible, believing that helping others is the rent we pay for the space we occupy

    Delia Gonçalves

    Vice President, External Affairs

    Delia Gonçalves serves as Vice President, External Affairs leading the strategy and execution of COMTO’s communications, marketing, and media engagement. As a key member of the leadership team, Delia drives the growth of meaningful relationships with industry partners, clients, members, and stakeholders. An award-winning storyteller, Delia helps elevate COMTO’s brand and mission of achieving transportation equity to improve the lives of our neighbors across North America.

    Before joining the COMTO family, Delia spent twenty-four years in the broadcast journalism industry, the last fourteen years as one of the most respected reporters-anchors in Washington, DC. Delia’s dedication to advocating for those in underserved communities and holding the powerful accountable earned her six regional Emmy Awards, two Associated Press Awards, and two National Association of Black Journalists’ Salute to Excellence Awards. In March 2024, Delia was honored by DC Mayor Muriel Bowser as a Washington Woman of Excellence for her community advocacy.

    Delia serves on the boards of the Children’s Environmental Health Network and Project Create DC. She is a first-generation Cape Verdean American and resides in Washington, DC with her husband and three daughters.

    Managing Director, Strategic Initiatives & Stakeholder Engagement

    As Managing Director, Strategic Initiatives & Stakeholder Engagement, Nadji Kirby, plays a pivotal role in leading COMTO’s strategic advisory services, major programs, and stakeholder engagement efforts. As a key member of the executive leadership team, she ensures the alignment of COMTO’s programs with its mission, values, and strategic objectives, while fostering strong connections with chapters, members, and partners. She plays an integral role in the organization’s impact and success in advancing equity within the transportation industry. Nadji previously served as COMTO’s Chief of Staff, providing high-level support to COMTO’s President & CEO, ensuring the efficient and effective execution of organizational strategies, programs, and initiatives. 

    Prior to joining COMTO, Nadji has served in various leadership positions where she worked on local and national initiatives focused on the safety of vulnerable populations. Nadji has extensive experience in establishing and nurturing key stakeholder relationships across diverse sectors, including community organizations, federal, state, and local government, as well as public and private partnerships.

    Beyond her professional endeavors, Nadji is an avid supporter of various charitable causes, including hunger and poverty, education, social and public welfare, and youth development. Nadji earned a Master’s in City and Regional Planning from Morgan State University and a Bachelor’s of Arts from Eckerd College.

    Dwayne K Morgan

    Director, Federal Programs

    As Director of Federal Programs, Dwayne Morgan, leads the execution of COMTO’s cooperative agreement with the U.S Department of Transportation ensuring the compliance, planning and coordination of stakeholders and partners.  Dwayne comes to COMTO with over 15 years of Test and Evaluation, Systems Engineering and Program Management experience particularly within the context of Government Acquisition Programs. Dwayne has served in various roles supporting national initiatives centered around deploying aviation security technology at our nation’s airports. Beyond his professional endeavors, Dwayne is a board member at Critical Exposure DC based non -profit that aims to fights for educational equity and social justice. Dwayne holds a bachelor’s degree from Hampton University, A master’s degree in Information Technology (IT) and Master of Business Administration (MBA) from University OF Maryland University College.  In his spare time, Dwayne enjoys basketball, spending time with family, and traveling.

    Terri Wallace

    Controller

    Terri S. Wallace, MBA, serves as Controller for COMTO. In this role, Terri maintains the procedures, coordination, and control of all financial accounts at COMTO. Working with the Chief Financial Officer, Terri manages accounts receivable, accounts payable and compliance. Using a data-driven approach, Terri supports the creation of financial comparative and analysis statements for membership, programs, and grant initiatives.

    With over 20 years of nonprofit accounting experience, Terri brings a wealth of knowledge around budgeting, grant compliance, forecasting and financial diversification to COMTO. Previous roles include VP of Finance and Administration and Director of Finance for nonprofit associations. Terri holds a B.B.A. from Howard University’s School of Business, and also a M.B.A. from Southeastern University.  As a true Rhode Islander, Terri enjoys traveling, dance classes, reading and word search puzzles.

    Tonja serves as Manager, Administration for COMTO. In this role, Tonja oversees the administration of COMTO’s operations and serves as the Executive Assistant to the President & CEO. This includes support of board administration, outreach to Industry Partners and oversight vendor accounts for the organization. Tonja comes to COMTO with over 20 years of experience in leadership support and the organization of administrative workflows and systems.

    Tonja enjoys reading, Pilates, and spending time spending time with family and friends.

    Julia Bankerd

    Senior Manager, Membership and Chapter Engagement

    Julia Bankerd serves as Sr. Manager, Membership & Chapter Engagement for COMTO. In this role, Julia manages the full lifecycle of membership at COMTO and serves as the lead for 37 chapters across North America. As a COMTO membership ambassador, Julia works to develop and execute recruiting and retention initiatives to showcase membership benefits at all levels. As the lead for chapters, Julia provides high-level support to COMTO chapters with outreach, tools, and best practices in operations. 

    Previously, Julia served in operations and membership experience roles for non-profit associations in the DC Metro area overseeing IT and data systems, customer service and business continuity. Julia studied Business at George Mason University and enjoys cooking, football and spending time with her husband, daughter, and two dogs.

    Tiara Fisher serves as Senior Manager, NextGen Programs for COMTO. In this role, Tiara manages the entire lifecycle of programs at COMTO and manages strategic engagement with key partners while ensuring the quality and efficiency of COMTO programs. Using a data-driven approach, Tiara contains reporting, compliance, and data analysis on program outcomes and works to develop strategic outreach and marketing campaigns to engage students, transportation professionals, DBE/MBE/WBE/SBE organizations, transportation agencies, DOTs and private firms to participate in COMTO programs. 

    Tiara’s experience in the private sector includes leading teams, managing project timelines, cross-departmental collaboration, data analysis and stakeholder engagement. Beyond her professional commitments, Tiara enjoys live music, shopping, and quality time with loved ones.

    Senior Accountant

    Michael Kargbo serves as Senior Accountant for COMTO. In his role, Michael supports the Controller and CFO in managing accounts receivable, accounts payable and reviewing financial statements for COMTO’s chapters across North America. In support of federal and regional grant programs, Michael ensures compliance with financial reporting and related requirements. 

    Michael has over 13 years of experience in international & domestic banking and financial management, focusing on financial analysis, reporting, and compliance. Michael enjoys watching football, soccer, spending time with family and friends, and traveling with his wife and young son.

    Levi McCoy serves as Manager, Meetings & Events for COMTO. In this role, Levi works to ensure a premium event experience for attendees, sponsors, and industry partners. Levi comes to COMTO with over a decade of experience in event planning, strategic partnership management, brand management, and marketing for high-end brands and large associations ranging from cybersecurity, manufacturing, automotive, and healthcare.
    Levi enjoys working on classic cars from the 60s, traveling, and outdoor activities like climbing, playing sports, kayaking, and spending time with family in addition to volunteer activities throughout the community. 

  • Isabella Diecidue

    Isabella Diecidue serves as Manager, Digital Strategy for COMTO. In this role, Isabella oversees the development and delivery of COMTO’s digital assets and supports engagement across social media, online and print. Isabella acts as a brand champion, working closely with cross-functional teams to contribute to the development and execution of strategic campaigns, email outreach, and highlights to engage students, young professionals, transportation practitioners, and private and public agencies to support COMTO’s initiatives.  

    Previously, Isabella’s work focused on social media and digital strategy for non-profit, private, and government agencies. She is skilled in developing strategic communications plans, leveraging various online channels to drive engagement and achieve organizational goals. Isabella enjoys attending concerts and theater productions, cross-stitching, video gaming, and cosplaying.

    Colin Battiste leverages his background in transportation security to advocate for diversity, equity, and inclusion within the transportation sector. In the role of Associate for Federal Programs, Colin ensures the smooth operation and successful execution of COMTO's Federal Initiatives. Prior to joining COMTO, Colin served as a Consultant for the Transportation Security Administration (TSA), focusing on Program Analysis and Strategic Support, engaging with various Stakeholders, to align TSA's strategies with broader national security goals, and demonstrating his capability in navigating complex governmental and corporate landscapes. In his downtime, Colin is the head coach of his oldest Son’s school basketball team, a partner in his second Son’s frozen gourmet business startup, and an avid supporter of his Daughter’s ballet program. He holds a Bachelor of Science from St. John’s University (New York City) and is a mentor to many students and young adults.

Her focus is ensuring that members have access to valuable resources and can engage seamlessly in our diverse array of events and programs.

    With a wealth of experience in volunteerism and community engagement within various associations, Shantal brings years of expertise to her role. She finds immense joy in creating meaningful connections, making her a valuable asset to COMTO.

    Jajuan Moorer serves as Associate, Administration for COMTO. In this role, Mr. Moorer supports COMTO’s operations and serves as the Assistant to the Manager, Administration. This includes support of scheduling for the President & CEO, board administration, outreach to Industry Partners and support of IT functions in the organization. Mr. Moorer comes to COMTO with over 10 years of experience in demanding administrative roles with organizations focused on social justice, healthcare, and environmental initiatives.

    Jajuan enjoys nature and getting outside to hike and explore with friends and family, as well as traveling and experiencing new foods and cultures.

    Her passion for COMTO’s mission—fostering inclusiveness and driving impactful change—fuels her dedication to her role. Jasmine is committed to contributing to the company’s success by supporting its initiatives and working collaboratively to achieve its goals.

    Outside of her professional life, Jasmine is deeply involved in volunteer work, striving to make a positive impact in her community. She also enjoys cooking for friends and family and exploring new destinations through travel, which enriches her perspective and creativity.
