Conference on Minority Transportation Officials announces new appointments in their national office
Washington, D.C. –– The Conference of Minority Transportation Officials (COMTO) is pleased to announce an expansion of its leadership team, a strategic step that will strengthen the organization’s ability to advance its mission of ensuring diversity and equity in transportation across North America. This includes the appointment of Dwayne Morgan as the new Director of Federal Programs, Delia Gonçalves as the new Vice President of External Affairs, and the promotion of Nadji Kirby, to Managing Director, Strategic Initiatives & Stakeholder Engagement. Together, they bring a powerful combination of expertise that will elevate the organization's influence and effectiveness on the national stage.
As Dwayne steps into the role of Director of Federal Programs, COMTO looks forward to leveraging his proven leadership, strategic vision, and deep expertise in federal acquisition and policy. This role will lead the execution of COMTO’s cooperative agreement with the U.S. Department of Transportation to serve as a National Capacity Builder for the FY23 Thriving Communities Program. Dwayne’s addition to the team will also enhance the organization's ability to advocate for effective transportation policies and drive meaningful impact on a national scale.
Complementing Dwayne’s technical and policy expertise, Delia Gonçalves brings a wealth of experience as a multiple award-winning journalist, storyteller, and communicator. As the Vice President of External Affairs, Delia will oversee the strategy and execution of COMTO’s communications, marketing, and media engagement. Delia’s career is marked by a talent for enhancing organizational reputation through communication savvy, credibility and engaging interpersonal skills.
Additionally, Nadji Kirby, COMTO’s current Chief of Staff, advances to the role of Managing Director, Strategic Initiatives & Stakeholder Engagement. Nadji has extensive experience in establishing and nurturing key stakeholder relationships across diverse sectors, including community organizations, federal, state, and local government, as well as public and private partnerships. As a key member of the executive leadership team, she ensures the alignment of COMTO’s programs with its mission, values and strategic objectives, while fostering strong connections with chapters, members and partners.
With Delia, Dwayne, and Nadji stepping into these critical roles, COMTO is poised to drive meaningful change in transportation policy and advocacy, with a continued focus on transportation equity. Leveraging their combined expertise, the organization is committed to ensuring that transportation systems are accessible, safe and equitable for all communities nationwide.
